The New Horizons Youth Service Bureau is governed by a volunteer Board of Directors.  It is a private, nonprofit corporation, whose Articles of Incorporation are filed with the Secretary of State of Louisiana. The Board has adopted by-laws which are consistent with its purpose.

The Board of Directors is composed of local citizens from our service areas, and serve without financial compensation. It is empowered to hire, supervise and dismiss the Executive Director.  The Executive Director employs and dismisses all other positions.

Ultimate authority for the NHYSB is held by the Board of Directors. The Board employs the Executive Director who maintains and manages the agency in its entirety.  A management team is appointed by the Executive Director which serves as advisors to the Executive Director.  Each program is supervised by its own Director appointed by the Executive Director. The Program Director is responsible for maintaining and managing his/her program under the supervision of the Executive Director.

In addition to the Directors and staff of the individual programs, the Youth Service Bureau has an outstanding team of managers and clerical staff who perform its daily operations.


Cindy Martens- Executive Director
Licensed clinical social worker has been with the NHYSB agency in 2 programs for a total of 15 years. Social worker for 32 years with an emphasis on working with children and their families. Also, a native of Hammond, LA



Greta Hammel is Assistant Executive Director, and has been with the YSB for 15 years.  She assists the Executive Director and oversees all administrative and financial concerns.


Natoyah Ledbetter is the Administrative Specialist. She has been with the agency for 13 years, and assists with her expertise in computer technology and bookkeeping skills.


Nora Montalbano, Administrative Services Coordinator, has been with the YSB almost since its beginning.  In 25 years, she has been in several different programs and had a variety of positions.  She now takes care of all secretarial, as well as other clerical and receptionist duties.
